DAEL Ventures Group supports and oversees four main Operating Companies who provide a wide range of products and services related to telecoms critical national network infrastructure to some of the largest Mobile Operators and Tower Companies in the UK. Across the Group DAEL and its Group Companies spend more than £20m p.a Capex and Opex across +250 Suppliers and Partners. Across the DAEL Ventures Group our Telecom division provide specialist qualified expertise and services for site acquisition, planning and design of 3G, 4G, 4G MaMIMO and 5G Masts. In addition, DAEL Ventures Group deliver build and deployment, installation and commissioning of both fixed and temporary Mobile Masts to support or expand the Mobile Operators nationwide networks supporting tens of millions of customers, including the Emergency Services. The Group also offers decommission services to Mobile Mast sites at the end of life. Our JB Towers division provides specialist technical and innovative engineering solutions to Telecom Operators and TV Broadcasters providing mission critical services through our dedicated supply chain. Finally, Jistics and WaveAmbda owns, manages support the UK’s largest independent portfolio of Temporary Mobile Structures to enhance customers coverage and capacity, plus offer secure communications to the MoD and other Security Services.

This role, Senior Telecoms Quantity Surveyor is a new and exciting role sitting in the Group Commercial Function, reporting to the Head of Procurement & Vendor Management based in our Tewkesbury Office, near Cheltenham. The role is important in underpinning the growth and ambition of the business and enables the right candidate to support the in-life delivery project today across various large UK Mobile Operators and Tower Companies. Working alongside outsourced partners to deliver and maximise the accuracy and professionalism of the business and brand, to drive order to cash as a measurable metric. The successful candidate will lead on all QS activities across material external Capex and Opex spend across the four Operating Companies, from production of cost/value analysis reports working with Project Finance through to leading the business on key performance indicators on for cost of sales, cost analysis, trends etc. In addition, the successful candidate will support the Head of Procurement & Vendor Management in delivering c6% YoY P&L affecting savings, inclusive of both embedded and cost avoidance where possible, based on actual spend forecasts.

Location:

Head Office: Steinhoff Building, Formal Industrial Park, Northway Lane, Tewkesbury, GL20 8GY with UK wide travel as required.

Job purpose:

To lead and manage the quantity surveying elements of the differing projects across multiple business units/functions to ensure the commercial stability and accuracy of order to cash, including delivery of commercial targets through contractual cost control, cost management whilst working alongside Project Finance.

Key duties:

  • Ensure the health & safety of all employees/contractors/supplier and partners is paramount and all times.
  • Work with operational teams to support all commercial activities involved for all projects from inception to completion, the monitoring of costs and invoicing for all Project Teams.
  • Support all commercial activities including tendering for other clients (where needed) in association with the Procurement Manager.
  • Produce cost/value analysis reports for the projects on a monthly or as required basis during the whole life of the project working with Project Finance.
  • Produce monthly reports to the business on key performance indicators on for cost of sales, cost analysis, trends etc.
  • Review costing variations during the works and ensure notification to the client(s)
  • Ensure project works/sites are built within budget without quality being compromised.
  • Conduct where possible post implementation reviews with the Project Teams and Project Finance to maximise any commercial opportunity or advantage.
  • Keep work in progress to a minimum by ensuring regular invoicing etc.
  • Support the long-term vision & strategy for the Group Commercial Function.
  • Ensure that Group commercial policies and processes are adhered to and that legislation requirements are met.
  • Identify and support investment in people & training.
  • Work with the operational, commercial and finance teams to drive innovation and continuous improvement activities.

PERSON SPECIFICATION

Experience:

Essential

  • Proven experience in a similar role in a fast paced, high risk, commercial/build environment.
  • Experience of working within a Group structure, supporting differing internal client needs and pressures.

Desirable

  • Background in telecoms (Mobile or fixed).
  • Experience in Construction based offerings including Power, Rail, Fixed Telecoms, Fibre.

Skills and qualifications:

Essential

  • Qualified member of either Chartered Institute of Building (CIOB) or the RICS (Royal Institution of Chartered Surveyors).
  • BSc in Quantity Surveying / Commercial Management
  • A-Level qualifications (higher level qualifications in a numerate subject).
  • Strong commercial acumen & communication skills (internal / external).
  • Strong time management skills and the ability to meet and/or exceed deadlines.
  • Strong analytical and good/up to date knowledge of MS-Office with strong excel skills.
  • Supplier commercial relationship management skills.
  • Demonstratable ability to lead people with good team leadership skills.
  • Delivery focused and assertive.
  • Able to work in a team environment and be an effective team player.
  • Setting high standards and leading from the front.
  • Ability to manage conflict, complexity and challenging targets.

Desirable

  • MSc in Quantity Surveying / Commercial Management
  • Finance Training and ERP system usage.
  • Civil or Electrical Engineering Qualifications.
